Active participation of the HACA in the ITU PP18 held in Dubai alongside ANRT and the Ministry of Industry, Investment, Trade and Digital Economy
The 18th edition of the Plenipotentiary Conference of the International Telecommunication Union ( that is organized every four years), was held this year in Dubai from October 29th to November 16th 2018. This edition shed light on the election of Morocco to the Executive Board and the Radio Regulations Board after winning the votes with a satisfactory result of 130 votes out of 180 present member of the ITU. This success came as an expected reward to the undeniable efforts of the different Moroccan delegation members in order to achieve the goals set during the PP17 that was held in Busan 2014 (South Korea) with the active participation of the High Authority for Audiovisual Communication (HACA).
The Moroccan delegation that was headed by His Majesty’s Ambassador in Dubai (Dean of the international, Arab and African Diplomatic Corps), Mr. Mohamed Ait Ouali, included the Director General of the HACA, Mr. Jamal Eddine Naji, the Director General of the Agence Nationale de Réglementation des Télécommunications, Mr. Az-El-Arabe HASSIBI, Deputy General Director at the HACA, Mr. Abdeljalil Elhammoumi, Unit Coordinator in The Infrastructures and Technological Survey Department (DIT- HACA), Ms. Nabila El Mernissi, an Official from the same department, Mr. Mohamed Ouhaddou, and the advisor to the delegation in this meeting, Mr. Mohammed Hammouda, former Director of the DIT.
The excellent coordination between the different parts of the Moroccan delegation (Embassy, Ministry of the Industry, the Investment, the Commerce and the Digital Economy, The ANRT and the HACA) showed its full worth, the day before the vote on the two applications submitted by the Kingdom, during a reception held, under the leadership of the Embassy and with the organizational and logistical support of the ANRT. In fact, this event brought together over 200 delegates from different countries, among which there were prominent personalities like the IUT Secretary General, Mr. Houlin Zhao ( who was re-elected for a new mandate – China), Mr. Malcolm Johnson (elected Deputy SG- UK) and a panel of ministers, including from Africa, the Arab world and Latin America. After a discourse of welcoming and advocacy for the Moroccan application, the Secretary General of the ITU ceased the occasion to recall the important and fruitful PP02 Conference that was held on 2002 in Marrakech hoping that Morocco would organize again soon one of this large quadrennial meetings of the ITU.
